How can i Fix this skin problem quickly?

There are only 10 days till school start and suddenly my skin is starting to look really bad. It was bad a while ago then it got better and stayed like that for a few months. Now Its starting to feel oily and bumpy, there arent any giant pimples or anythin its just very uneven bumpy,oily, and has a few small pimples. Is there any way to quickly make my skin better in 10 days ?

Last year when i started my freshman year in college, I noticed that I started to get red bumps on my chest that were very itchy. No ointment that I used would help clear this up. The bumps turned to rashes and it spread to my upper arms also. When I went home for the summer, the rash went away. Now I transferred colleges and I’m starting to notice the bumps return on my chest. What is that problem?
For reference, last year I had my own apartment and only shared a shower with one person, and the same is true this year.

Recently my face has become drier more often and even if it doesn’t look dry, if i rub my skin a little you can see skin beginning to flake. I put lotion on and have been using the same one for many years so i do not think that is the problem. Anyone have any solutions/advice for preventing this or curing it?
